Elemental dmg rolls on weapons is random. All rolls are random except if you see a silver circle next to the stat which means its tied to the certain type of gear. You can roll and reforge stats at the black smith for a chance at elemental damage or any stat really. Upgrading your gear before ng+ isn't really worth it. Now I am not sure if the elemental damage number can roll in different tiers (for instance 10 to 14, 15 to 19, 20 to 24) or if each element has an specific amount of damage it can roll (for example lightning can roll up to 14 whilst poison/paralisys can roll 20).

To manually patch any Adobe application you drop on Adobe Zii Patcher. If you have Adobe products installed in a directory different from Applications please use the drag and drop mechanism.
